Objectives:
This project aimed to support the WHO Country Office in Kyrgyzstan and the Ministry of Health in applying for the Pandemic Fund’s third call for proposals.

- A theory of change for the submitted project aligned with the needs and the Pandemic Fund’s objectives and results areas
- A draft project monitoring and evaluation framework
Performed activities
The Pandemic Fund was established in 2022 as a dedicated financing mechanism to strengthen health systems and invest in pandemic prevention, preparedness, and response capacities in low- and middle-income countries. In line with its commitment to bolster health security, the Kyrgyz Government applied for the Pandemic Fund’s third call for proposals.
To support the WHO Country Office and the Ministry of Health in this application, we conducted a thorough and detailed review of the Pandemic Fund guidance documents, templates and scoring criteria. We complemented it with a review of the content and results of the country’s past applications. This review laid the groundwork for mapping the required content of the new proposal and specific areas for improvement in comparison with previous applications.
We consolidated technical inputs provided by the WHO Country Office into a structured and coherent project narrative, ensuring that the proposed interventions were clearly framed and consistently presented across the different submission components. Building on this consolidation, we articulated the proposed objectives, intervention logic and results framework in accordance with the Pandemic Fund’s requirements. This involved the development of a draft theory of change and monitoring and evaluation framework, with particular attention to ensure clarity, internal consistency and alignment with the Fund’s expectations, objectives and results areas.
